GCTEQA Institutional Accreditation

A Structured, Evidence-Based Quality Assurance Process

The Global Commission for Theological Education & Quality Assurance, Inc. (GCTEQA) provides voluntary institutional accreditation for eligible theological, religious, ministry-focused, and faith-based educational institutions that demonstrate compliance with published standards for quality, integrity, governance, transparency, student protection, sustainability, and continuous improvement. GCTEQA accreditation evaluates the institution as a whole. Accreditation is based upon documented evidence, institutional self-study, professional evaluation, review of institutional practices, and formal accreditation decision-making procedures.

Accreditation is not purchased, automatic, or guaranteed. Institutions must demonstrate compliance with applicable GCTEQA standards and requirements.

Legal Existence & Authority

The institution must be legally established and able to document any registration, approval, exemption, authorization, or other authority required in the jurisdictions in which it operates.

Genuine Educational Activity

The institution must provide organized educational programs with defined requirements, instructors or faculty, student assessment, and documented learning expectations.

Administrative Capacity

The institution must maintain sufficient personnel, systems, policies, records, and technology to support responsible educational operations.

Student & Academic Records

The institution must maintain secure, accurate, retrievable educational records and appropriate continuity or preservation procedures.

Accreditation Eligibility

Institutions Must Satisfy Threshold Requirements Before Formal Review

Before an institution may proceed to a full accreditation review, GCTEQA conducts an eligibility assessment to determine whether the institution appears to meet the Commission’s foundational requirements.

Meeting eligibility requirements permits an institution to proceed into the formal accreditation process but does not constitute candidacy or accreditation.

Faith, Religious or Theological Identity

The institution must maintain a clearly defined and publicly disclosed religious, theological, faith-based, ministry-focused, or comparable institutional identity consistent with its mission.

Governance & Accountability

The institution must maintain an identifiable governing authority with meaningful responsibility for oversight, policy, leadership accountability, and institutional integrity.

Financial Sustainability

The institution must demonstrate reasonable financial capacity and responsible controls sufficient to support current learners and institutional obligations.

Public Transparency & Ethical Standing

The institution must communicate accurately with students and the public and demonstrate responsible practices in areas such as credentials, tuition, accreditation claims, complaints, and institutional representation.

The Accreditation Process

Preliminary Inquiry

Basic institutional information is submitted for an initial scope review.

Eligibility Review

GCTEQA determines whether the institution satisfies threshold conditions for formal consideration.

Formal Application

The eligible institution submits its application, required fees, legal documentation, institutional information, and supporting materials.

Institutional Self-Study

The institution conducts a comprehensive evaluation of its compliance with GCTEQA standards and submits supporting evidence.

Evaluator Review

Qualified evaluators examine the self-study, documentation, institutional practices, and areas requiring further verification.

Evaluation Visit or Virtual Review

When required, GCTEQA conducts an appropriate virtual, hybrid, or on-site institutional evaluation.

Institutional Response

The institution is given an opportunity to review factual findings and respond to identified concerns as permitted by applicable procedures.

Accreditation Commission Review

The complete record is reviewed by the appropriate accreditation body.

Written Decision

The institution receives written notice of the Commission’s decision, status, conditions, monitoring requirements, or other applicable action.

Ongoing Quality Assurance

Accredited institutions remain subject to reporting, monitoring, substantive-change procedures, complaints review, and periodic reaffirmation.

No single document, payment, affiliation, or relationship guarantees accreditation. GCTEQA considers the institution’s complete evidentiary record and compliance with applicable standards.

Applicant

The institution has submitted a formal application for GCTEQA accreditation. Applicant status does not constitute accreditation or candidacy.

Candidate

The institution has advanced beyond initial eligibility and is engaged in a structured developmental or pre-accreditation review process. Candidate status is not full accreditation and should never be represented as such.

Accredited with Conditions

The institution has been granted accreditation while being required to address specific identified concerns, submit additional evidence, or complete defined corrective or monitoring requirements within an established period.

Probation

The institution remains accredited on a limited basis while significant compliance concerns are addressed. Probation indicates that continued accreditation may be at risk if required corrective action is not completed.

Suspended

The institution’s accreditation status has been temporarily suspended under GCTEQA policy pending resolution of serious concerns, investigation, corrective action, or another formal determination.

Denied

The Accreditation Commission determined that the institution did not satisfy the requirements necessary for the accreditation status sought.

GCTEQA Accreditation Statuses

Only institutions holding the status “Accredited” or “Accredited with Conditions” may publicly represent themselves as GCTEQA-accredited, subject to the precise scope and conditions identified by GCTEQA. Applicant, Eligible, Candidate, Warning, Probation, Show Cause, Suspended, Withdrawn, Denied, and Revoked statuses must be represented using the exact terminology authorized by GCTEQA and may not be presented in a manner that implies full accreditation when full accreditation is not in effect.

Accreditation Scope

Clear Status Definitions Support Transparency & Public Understanding

GCTEQA uses clearly defined accreditation statuses to communicate where an institution stands within the accreditation process. Each status has a specific meaning and should be represented accurately by the institution and by GCTEQA. Accreditation status may change based upon institutional progress, continued compliance, monitoring results, substantive changes, corrective action, or formal Commission decisions.

An institution’s accreditation status applies only to the institutional scope, credential levels, locations, educational delivery methods, and other activities specifically reviewed and approved by GCTEQA. Institutions may not extend GCTEQA accreditation to separately operated entities, unreviewed campuses, programs, credential levels, locations, or educational activities without required review and authorization.

Eligible

The institution has completed GCTEQA’s preliminary eligibility review and appears to satisfy the threshold requirements necessary to proceed into formal accreditation review. Eligible status is not accreditation.

Accredited

The Accreditation Commission has determined, based upon the complete review record, that the institution substantially satisfies applicable GCTEQA accreditation standards and requirements within the approved scope.

Warning

The institution remains accredited but has been notified of one or more compliance concerns requiring timely corrective action and monitoring.

Show Cause

The institution must demonstrate why its accreditation should not be suspended, revoked, or otherwise adversely affected due to serious identified concerns.

Withdrawn

Accreditation or application status has ended because the institution voluntarily withdrew from the accreditation process or surrendered its status in accordance with applicable policy.

Revoked

Previously granted accreditation has been formally terminated by GCTEQA following applicable procedures because the institution failed to maintain required standards or otherwise satisfied the grounds for revocation under GCTEQA policy.

Corporate & Legal Documentation

Institutions may be required to provide formation documents, current good-standing records, applicable licenses, approvals or exemptions, organizational charts, legal authority documentation, and significant institutional agreements or affiliations. Accreditation Must Be Supported by Current, Authentic & Verifiable Evidence

GCTEQA requires institutions to provide organized, current, authentic, and relevant documentation demonstrating how the institution operates in practice and how it satisfies applicable accreditation standards. Documentation requirements may vary according to institutional size, mission, credential levels, delivery methods, locations, and scope. Submission of documents alone does not establish compliance. GCTEQA evaluates whether policies are implemented, records are reliable, and institutional practices are consistent with published requirements.

Evidence Must Demonstrate Practice

Written policies are important, but accreditation review extends beyond documents that exist only on paper. Institutions should be prepared to demonstrate that policies have been approved, communicated, implemented, monitored, and followed in actual institutional practice.

GCTEQA may request additional documentation, clarification, interviews, records, demonstrations, or other evidence when necessary to verify compliance or resolve questions identified during review.

Governance & Leadership

Evidence may include governing documents, bylaws, board rosters, leadership biographies, meeting minutes, conflict-of-interest disclosures, board policies, executive accountability records, and succession or continuity planning. Accreditation Fees & Financial Independence

Fees Support the Review Process — Not the Accreditation Outcome

GCTEQA may charge reasonable fees associated with accreditation inquiry processing, formal applications, institutional evaluation, site or virtual review, annual monitoring, substantive-change review, reaffirmation, and other accreditation-related services. Fees are intended to support the administrative, professional, and operational costs of the accreditation process. Payment of any fee does not guarantee eligibility, candidacy, accreditation, renewal, reaffirmation, or any favorable accreditation decision.

Application Fees

May cover the administrative review and processing of formal accreditation applications.

Evaluation Fees

May support evaluator review, institutional assessment, virtual or on-site evaluation, and related professional services.

Annual Monitoring Fees

May support continuing oversight, reporting review, institutional monitoring, and maintenance of accreditation records.

Reaffirmation & Special Review Fees

May apply to periodic reaffirmation, substantive changes, focused reviews, or other evaluations required under GCTEQA policy.

Accreditation cannot be purchased. No payment, donation, partnership, sponsorship, personal relationship, or financial contribution may purchase, guarantee, influence, or predetermine an accreditation outcome.

GCTEQA accreditation decisions are based upon published standards, documented evidence, evaluator findings, institutional responses, and the independent judgment of the appropriate accreditation decision-making body.

Fee Transparency

GCTEQA will publish applicable accreditation fees and provide institutions with clear information regarding expected costs before formal review begins. Additional costs associated with travel, specialized evaluation, international review, or extraordinary institutional circumstances may be disclosed separately when applicable.

Accreditation Decisions & Terms

Following completion of the required accreditation review, the appropriate GCTEQA decision-making body considers the institution’s complete record, including the application, self-study, supporting evidence, evaluator findings, institutional responses, and any additional information required during review. Accreditation decisions are based on the institution’s demonstrated compliance with applicable GCTEQA standards and the professional judgment of the accreditation body.

Written Decision

Institutions receive formal written notice of the accreditation decision, including the approved status, effective date, applicable scope, and any required conditions or monitoring.

Defined Accreditation Term

Accreditation is granted for a defined period and is not permanent. The length of the term may depend on the type of decision, institutional circumstances, monitoring requirements, and GCTEQA policy.

Conditions & Monitoring

When appropriate, GCTEQA may require additional reports, corrective action, focused review, monitoring, or other follow-up during the accreditation term.

Public Accreditation Status

GCTEQA may publish the institution’s approved accreditation status, effective dates, scope, and significant accreditation actions in its public institutional directory.

Accreditation applies only to the scope specifically reviewed and approved by GCTEQA.

The accreditation decision may identify the institution’s approved credential levels, locations, delivery methods, institutional units, and other relevant scope limitations. Institutions may not represent unreviewed programs, locations, entities, or activities as GCTEQA-accredited.

Accreditation Term

GCTEQA may establish different accreditation terms for initial accreditation, reaffirmation, conditional accreditation, or other approved statuses. Specific term lengths and reporting requirements are determined according to published GCTEQA policy and the institution’s accreditation decision.

Accreditation Is an Ongoing Responsibility

Receiving accreditation does not end the quality-assurance process. Accredited institutions are expected to continue satisfying applicable standards throughout the accreditation term and to report material institutional changes as required by GCTEQA policy.

Ongoing Monitoring, Substantive Change & Reaffirmation

Accreditation Is an Ongoing Quality-Assurance Relationship

GCTEQA accreditation requires continued institutional accountability throughout the accreditation term. Accredited institutions are expected to maintain compliance with applicable standards, submit required reports, disclose material institutional changes, and participate in periodic reaffirmation of accreditation.

Ongoing Monitoring

Accredited institutions may be required to submit periodic reports, compliance updates, student-outcome information, financial or enrollment data, corrective-action evidence, and other documentation necessary to demonstrate continued compliance.

Substantive Change

Institutions must notify GCTEQA of significant changes that may affect accreditation status or scope. These may include changes in ownership or control, legal status, mission, location, credential level, delivery method, major program scope, branch operations, international activity, closure, teach-out, or other material institutional changes.

Reaffirmation of Accreditation

Accreditation is not permanent. Institutions are expected to undergo periodic reaffirmation through a structured review process designed to confirm continued compliance, evaluate institutional effectiveness, and assess ongoing improvement.

Failure to report required substantive changes or to comply with monitoring and reaffirmation requirements may result in additional review or accreditation action under GCTEQA policy.

GCTEQA may require focused review, additional documentation, corrective action, virtual or on-site evaluation, or other appropriate follow-up when monitoring information indicates a material concern.

Appeals, Complaints & Due Process

Fair Procedures Support Accountability, Transparency & Institutional Trust

GCTEQA is committed to fair and transparent procedures for accreditation decisions, institutional concerns, complaints, and appeals.Institutions are provided appropriate notice of significant findings and, where applicable, an opportunity to respond before final adverse accreditation action is taken.

Appeals

Institutions may appeal eligible adverse accreditation decisions in accordance with published GCTEQA appeal procedures. Appeals are reviewed through an impartial process designed to consider whether applicable standards and procedures were properly applied.

Complaints

GCTEQA may receive and review appropriate complaints concerning institutions within its accreditation scope, as well as concerns involving GCTEQA processes, evaluators, commissioners, or organizational conduct, when such matters fall within published complaint procedures.

Due Process

Before final adverse action becomes effective, institutions may receive written notice of the material basis for the action and an appropriate opportunity to respond in accordance with GCTEQA policy.

Complaints and appeals are reviewed according to published procedures and do not guarantee a particular outcome.

GCTEQA seeks to protect the integrity of the accreditation process by using documented procedures, conflict-of-interest safeguards, appropriate confidentiality, and impartial review.

Non-Retaliation

GCTEQA expects institutions and participants in the accreditation process to refrain from retaliation against individuals who raise good-faith concerns, submit complaints, provide evidence, participate in evaluations, or exercise applicable appeal rights.
